The Advocate further Explained why online registration is not possible ?

Many people believes that marriage registration can be done through online.
But it is not possible in real life.Even in United States this is not possible.

Registration means concern parties must sign and put thump impression in marriage register kept in the marriage registrar office.
So without presence of bride and groom it is not possible to complete the registration in Tamilnadu.

So online marriage registration is never possible in Tamilnadu and the registrars will not allow to do that
After marriage registration, people can access their data through online and this fecility available only for Hindu marriage registration only. If you register your marriage under Hindu marriage Act , you can see your registration details in Tamilnadu Government official website .
If you register your marriage under special marriage Act and Taminadu Marriage Act , you cannot see your data in Government website.
So if you want to do marriage registration, you have to visit sub registrar office in person to complete the marriage registration. Further he told that you cannot get even certified copy of marriage certificate through online. If you need copy of marriage certificate , you have to visit the sub registrar office physically.

The government issues certificates under the Hindu Marriage Act and the Special Marriage Act. Only 15% of the marriages in the state are registered. The online initiative is aimed at encouraging more couples to register their marriages, as mandated by the Supreme Court and the National Law Commission.
At present, a couple has to make many visits over at least a month to get the marriage certificate after submitting documents like identity proof, age proof and details of two witnesses to the ceremony.

How to Obtain A Marriage Certificate online in Karnataka

A marriage certificate is a valid legal document that establishes the marital status of a couple. It is an essential document, particularly for married women. In India, marriage registration can be done either under the Hindu Marriage Act, 1955 or under the Special Marriage Act, 1954, or under the Parsi Marriage and Divorce Act, 1936.

While the Hindu Marriage Act is applicable only to the Hindus (Hindu, Buddhist, Brahma, Parthana and Arya Samaj), the Special Marriage Act is applicable to all citizens of the country, irrespective of religion, caste, and language. The Parsi Marriage and Divorce Act, 1936 is applicable to Parsies and Zoroastrians.

Eligibility to apply for Marriage Certificate in Karnataka
Bridegroom must have completed 21 years of age.
Bride must have completed 18 years of age.
Documents needed to apply for Marriage Certificate in Karnataka
The following documents are needed to register and obtain the marriage certificate in Karnataka.

Completely filled application form, duly signed by both bridegroom and bride
Original wedding card.
Proof of address of bride and bridegroom – Passport/ Voter ID Card/ Driving License/ House Rent Agreement/ Telephone Bill or Electricity Bill. The address proof must be in one of the applicant’s name.
Age proof of bridegroom and bride – Mark sheet of 10th standard with the date of birth mentioned on it or Passport.
Identity proof of bridegroom and bride – Passport / PAN Card / Voter ID card / Driver’s License.
2 passport sized photographs each of bridegroom and bride
6 copies of joint photographs of bridegroom and bride in 2B size.
2 photographs of the bride and bridegroom wearing their marriage dress and are clearly seen taking part in the marriage ceremony (preferably with their families).
Separate marriage affidavits in prescribed format from bridegroom and bride
Aadhar card
Affidavit in case of name change of bride after the marriage.
The newspaper in which the information of the bride’s name change was published.
Note:
All documents must be self-attested
At least one of the applicants must have government issued residence proof.
Carry the original documents for the officer to verify.
Offline procedure to apply for Marriage Certificate in Karnataka
The jurisdictional sub-registrar’s office will be the residence of either of the bride and groom and not the place of marriage.
Visit the sub-registrar office nearest to your residence to get the prescribed application form for marriage certificate.

Carefully fill in the details in the application form. If there was a name change of bride after the marriage, make sure to write the new name in the form
The form must be signed by three witnesses of the marriage. Witnesses can be friends and relatives.
Submit the filled-in form along with the necessary documents at the office of the sub-registrar. The information will be verified officially and 6 printouts of the information provided in the application will be handed over to the applicants.
The bridegroom and the bride must put their signature on the printouts of the forms in the specified area
Two copies of the certificate of marriage will be handed over to the bride and bridegroom at the office of the sub-registrar and the other copies will be kept for official records
Online procedure to apply for Marriage Certificate
Visit the online official website of Karnataka government
Select the name of your district and continue
Fill in the bridegroom’s details and select “Registration of Marriage Certificate”.
Fill in Marriage Certificate form and select date of appointment
Submit the form by clicking on “Submit Application”
A temporary number will be allotted to you that will be found printed on the acknowledgment slip and this will complete the application procedure
Take a print out of acknowledgment slip and keep it with you
Witness for Marriage Certificate
Any person who has attended the wedding of the couple can be a witness for the marriage registration.
The witnesses are preferred to be the closest blood relation each from bride and bridegroom.
Ideally they insist on one of the parents along with their identification and address proof being the witness to the registration.
Charges for Marriage Certificate

No fee is required for registration of marriage under Hindu Marriage Act. The application fee is Rs.5 and the fee for certified copy is Rs. 10.
Fee for solemnization of marriage under the Special Marriage Act is Rs.10. An amount of Rs.15 is charged extra for solemnizing in any other place outside the sub registrar’s office. The fee for notice of intended marriage is Rs.3. The fee to obtain the certified copy of certificate of marriage is Rs.2
Under Parsi Marriage Act, the required fee to be paid for certified copy of a certificate of marriage is Rs.2.
Update: According to media reports on October 3, 2017, the government plans to introduce online registration of marriage certificates. Aadhaar numbers for bride and groom will be mandatory. The marriage certificate will be delivered by email. Stay tuned for updates.

In the month of July 2017,The Government of Tamilnadu has introduced online registration facility in Tamilnadu in some selective location. At present the marriage registration made online in Chennai and some parts in Tamilnadu.

If made online, you cannot think that you can register your marriage online by uploading documents and you can download your marriage certificate online.
Find how The Government of Tamilnadu online registration works:-

Step 1. You have to create user name and password in www.reginet .net to start online process and the password will be sent to your registered mail id
Step 2. After creating user name you have to fill the application. It will ask all information like name , father name , place of marriage and witness details. So you have to confirm the witness who will come for registration, you have to mention the witness details in advance. You cannot change the witness later at the time of marriage.

step 3. Finally the system will suggest some sub registrar office name. you have to select your proper sub registrar office exactly. For this you must have lot of knowledge about the sub registrar office jurisdiction limits

step 4. After selecting the sub registrar office, it will ask your convenient date for registration. you cannot select current date it will not give you any appointment. So you can get appointment on future dates only. If you have any emergency you cannot get appointment even though the sub registrars are free.

5. Very important think that after submitting online application, your online process may not be completed, after submitting application you have to printout the same in paper and you have to visit sub registrar office with hot copy of online application and original , documents and witnesses .
If the sub registrar not available , when you visit the sub registrar office , you have to get fresh appointment for another day.
If Government make everything online, ( like Birth certificate) you can resister your marriage through online and you can get marriage certificate without your physical presence .

Now, registration notices under Special Marriage Act go online
PUNE: The department of registration and stamps has kicked off a transparent process for registration under the Special Marriage Act 1954 by initiating an online facility for issuing notices from November 1. Touts had a field day with the earlier manual process.
Now, forms can be filled online on the website and the notices to be issued will also be made available online, registration department officials said. The notices are issued in case of objections.

Couples wanting to register their marriages under the Special Marriage Act can issue notices online on the inspector general of registration and stamps (IGR) website.

Under the Act, couples are expected to give a 30-day notice to the marriage registrar of the district, declaring their intent to marry. The entire registration process is to be completed within the next 60 days. Marriages are solemnized at the end of this period if there are no objections.


"Since the process of issuing notices can now be done online, it will save couples and their families a visit to the marriage registration office and also keep them away from touts," IGR Anil Kawade said.


The system will integrate data from all sub-registrar offices in the state to check cases of multiple marriages by either the groom or bride.


Couples can fill up the form using Aadhaar linkage, which minimizes the documentation and verification process, officials said. After online notices, a date is given and couples are expected to solemnize their marriages on that day. The couples will get computer-generated marriage certificates. As many as 30,000 marriages are registered annually in the state under the Act.

Karnataka's stamps and registration department has decided to launch a dedicated portal, on the lines of property registration, to minimize visits to the government office.

"We are streamlining the process of getting marriage certificates online. Till now, you could apply online and obtain the certificate in person. We'll introduce the new system in a registrar's office in Bengaluru and roll it out in the rest of the state by yearend,'' inspector-general of registration and commissioner of stamps Manoj Kumar Meena told TOI. The system will integrate data from all the sub-registrar offices in the state to check multiple marriages by either groom or bride.
